The built in Firewall when managed with the "Windows Firewall with Advanced Security" mmc is way better and since it's built in it understands all the OS components that need Internet access. Netflix and Internet TV were both restored successfully. If neither of these methods work, you may want to check the types of 3rd party add-ons you might have installed, try uninstalling them and see if you can get it back.
