So when you have it at 10 stacks the duration will continue to refresh itself back to 15 second as long as you keep hitting things. License to Slay of course has a higher ilvl, but only 38 str per melee swing stacking up to 10 times, if the average of this item is in fact str then it makes no sense to spend valor points for an epic that adds the same bonus.
