After about 5 attempts using the mains power switch, sometimes choosing Startup repair, sometimes choosing to load windows normally, it did boot up.
I immediately did a system restore to return my PC to before SP2 was installed. This was on the 9th Nov. As I thought the problem was probably caused by the power cut, on the 10th I reinstalled SP2. Windows Update did not show SP2 as an available update, so I downloaded and installed the standalone update.
Today I was unable to boot first time since reinstalling SP2, and Startup Repair has enabled me to log in. I tried to uninstall SP2 via Update. The initial part of this seemed to be working, but when it came to restarting, the PC stopped at the end of the power down procedure. I used the power switch to turn the PC off and on. After boot up, the PC informed me that the removal was unsuccessful. I then tried System Restore.
Unfortunately, the earliest restore point available was post - SP2 installation. I restored to the earliest point I could. I then tried to remove SP2 again via Windows Update. Avira Antivirus Crypto Miner.

Boot Into Safe Mode. You'll see a Startup Repair box with the message "Startup Repair is checking your system for problems…". When it's done, it will prompt you to reboot.
